The City of Novato’s Building Division issues permits. Like-for-like work, such as new windows and doors, a re-roof, siding, or a kitchen or bathroom refresh that keeps the same layout, can get an express permit online, issued the same day. Moving walls or fixtures, or adding on, goes through the standard permit and its plan review.
